At least NC law provides for free freezes.

But wait, there's a specific credit freeze T&C.

TransUnion Service Agreement
This agreement applies to the TransUnion Security Freeze Service
Introduction

This Service Agreement ("the Agreement") contains the terms and conditions upon which you may access and use the TransUnion Security Freeze Service (the "Security Freeze Service") through this Site. For us to fulfill your request on-line, you must accept these terms and conditions. By placing a check mark in the corresponding box below, you have agreed to be bound by them. If you do not accept these terms and conditions, you will not have access to the on-line Security Freeze Service.

YOU ARE NOT REQUIRED TO PURCHASE ANY PRODUCT OR SERVICE, OR TO AGREE TO RECEIVE ANY INFORMATION OR MARKETING MATERIALS, TO ACCESS OR USE THE SECURITY FREEZE SERVICE. If you do elect to purchase a product or service, including a credit score, with the Security Freeze Service, or to receive information or marketing materials, that product, service, information or marketing material is offered and will be provided by TransUnion Interactive, a wholly owned subsidiary of TransUnion. A separate agreement with respect to any such offer or purchase shall be required to be accepted by you and will be provided to you at the time of such offer or purchase.
Place a Security Freeze on your Credit File

If you reside in certain states, you have the right to place a security freeze on your TransUnion credit file. For consumers who live in states that do not currently have a state security freeze law, TransUnion voluntarily provides such consumers the ability to place a security freeze on their TransUnion credit file. TransUnion offers the Security Freeze Service to residents of all states in the USA. The pricing is decided by the state law, unless no law exists, and it varies from state to state.

A SECURITY FREEZE WILL REQUIRE YOU TO CONTACT US IF YOU ARE SEEKING CREDIT, IN ORDER TO REQUEST THAT WE TEMPORARILY LIFT YOUR FREEZE TO ALLOW US TO REPORT YOUR TRANSUNION CREDIT FILE TO THE CREDIT GRANTOR YOU IDENTIFY. A SECURITY FREEZE MAY HINDER YOUR ABILITY TO IMMEDIATELY OBTAIN CREDIT TO MAKE MAJOR PURCHASES. ONLY YOU CAN REQUEST THAT A SECURITY FREEZE BE PLACED ON YOUR TRANSUNION CREDIT FILE AND ONLY YOU CAN REQUEST THAT THE SECURITY FREEZE BE REMOVED OR TEMPORARILY LIFTED. A SECURITY FREEZE WILL REMAIN ON YOUR TRANSUNION CREDIT FILE UNTIL YOU REQUEST THAT THE SECURITY FREEZE BE PERMANENTLY REMOVED, OR YOU REQUEST THAT A TEMPORARY LIFT OF THE SECURITY FREEZE FOR A SPECIFIC CREDIT GRANTOR/CREDIT FILE USER, OR DATE RANGE.
General

The account you create as part of our authentication process for the Security Freeze Service will be with TransUnion. We ask you to create this account so you will be able to return to TransUnion's web site to use the Security Freeze Service.

You can only order your own Security Freeze Service. It is illegal for you to intentionally obtain information on an individual other than yourself. If you do so, you may be violating the United States Fair Credit Reporting Act (15 U.S.C. Section 1681q) and you may be fined, imprisoned for not more than 2 years, or both. By submitting your request to TransUnion, you certify that you are the person for whom the Security Freeze Service is being requested, and that all personal information you have provided is true and correct.

We want to protect the privacy of the personal information that you provide. To do so, the on-line ordering of the Security Freeze Service or other products and services will require the use of a secure browser such as Netscape Navigator 6.0 or higher or Microsoft Internet Explorer 5.0 or higher. Your Internet browser must support SSL (Secure Sockets Layer) with 128-bit encryption. This program encrypts the data you provide before transmission, and then we decrypt the data upon receipt.

This service is provided "as is" with no warranties of any kind.
Term and Termination; Modification

This Agreement will take effect at the time you click "Continue" below, and shall terminate on the date the Security Freeze Service is no longer available to you on the TransUnion web site for any reason.

We may (i) change the terms of this Agreement, or (ii) change the Security Freeze Services, including eliminating or discontinuing any content or feature, restricting the hours of availability, limiting the amount of use permitted, or changing a fee for the Security Freeze Service without notice of such modification. All changes shall be effective immediately upon posting of such notice. If you use the Security Freeze Service, after a change in the Agreement, you agree to be bound by all of the changes. You are expected to review the TransUnion web sites periodically to ensure familiarity with any posted notices of modification.
Notices

If you have any questions about this Agreement or any TransUnion web site, they should be sent to TransUnion LLC, Attention: General Counsel, 555 W. Adams St., Chicago, IL 60661.

Except as otherwise provided, we may send any notices to you to the most recent e-mail address you have provided to us or, if you have not provided an e-mail address, to any e-mail or postal address that we believe is your address. If you wish to update your registration information, please log in to the TransUnion web site (https://freeze.transunion.com) and visit the 'My Account' section from the main menu. Use the userid and password you have created for this purpose (please make sure you write them down and keep them in a safe place).

By accepting these terms and conditions, you agree to accept online delivery of confirmation notices as a replacement for postal mail delivery when using the Security Freeze Service (Oregon residents will continue to receive their letters confirming the addition of a Security Freeze by postal mail delivery).
Applicable Law

The laws applicable to the interpretation of these terms and conditions shall be the laws of the State of Illinois, USA, and applicable federal law, without regard to any conflict of law provisions. We can only provide credit reports or credit file disclosures for individuals who have established credit in the United States. Those who choose to access any TransUnion web site from outside the United States do so on their own initiative and are responsible for compliance with local laws.
Miscellaneous

This Agreement constitutes the entire agreement between the parties hereto pertaining to the subject matter hereof, and any and all written or oral agreements heretofore existing between the parties hereto are null and void.

If a court of competent jurisdiction deems any portion of this Agreement invalid or unenforceable, the remaining portions will remain valid, enforceable, and carried into effect, to the fullest extent permissible. Any rights not expressly granted herein are reserved.
